I have never had sriracha cream cheese but I have made a sriracha sauce that is 1/4 cup sriracha pepper sauce, 1 cup mayo, 3 Tbsp. condensed milk. You whisk the sriracha and mayo together then gradually add the milk. You can make it as spicy or as mild as you want by adding more or less sriracha. I do not know if that would be what they put on the top of the hot dog or not. It is a cream sauce though.
