Dog got hit by a car took to the vet one week later he is still not able to lift head good.?

He got sealed up under the neck cost 200.00 they said he might have a cracked vertebrae but he would need x rays to know/ Today i noticed he has fat like hanging from the left side of his neck i felt it, It is like water feeling i guess. he is only almost 2 and a dock son. he has a great appetite but i know he is still hurt I cant take him to the vet tonight i live 2 hours from a big city. My dog moves around not as active what can i do what can i give him.
